For decades, few words would have resulted more quickly in someone being branded a conspiracy nut than “chemtrails.”
If you have ever raised the possibility that aircraft might deliberately be releasing substances into the atmosphere, you might not have been invited to the next Thanksgiving, or perhaps found yourself drinking your coffee alone after Sunday morning Mass.
But, thanks to the United States’ Secretary of Health and Human Services, Robert F. Kennedy Jr., the subject has been thrust back into the public conversation after he announced in September that his department was investigating the matter.
“We’re also looking at chemtrails and the impact of emissions, emissions from aircraft and those potential impacts on health,” Kennedy told a Children’s Health Defense conference in Washington on September 17.
The comment followed Kennedy’s claim made in 2025 that the Defense Advanced Research Projects Agency, or DARPA, might be responsible for the chemtrails.
“It’s done, we think, by DARPA,” he said, adding that he believed some of the materials were being introduced through jet fuel while promising to try to stop it.
While naysayers will argue none of this proves that the familiar white trails behind aircraft are part of a secret chemical-spraying operation, recent developments such as the Epstein files have shown that reality is stranger than fiction and that the planet is indeed ruled by a soulless satanic elite. Since his speech, however, Kennedy has not publicly produced evidence establishing such a program is in the works.

That being said, an intriguing historical document in the CIA’s own declassified archive demonstrates why the broader question of government manipulation of the atmosphere cannot simply be dismissed as fantasy.
Dated October 7, 1965, the document, which concerns “weather modification,” records extensive federal involvement in the field. A table entitled “Federal Support for Weather Modification” lists expenditure from 1959 onwards by the Army, Navy, Air Force, Weather Bureau, National Science Foundation, and other agencies. Significantly, it also records expenditure by ARPA, the predecessor of today’s DARPA. Federal support was projected to reach almost $11 million in 1967 — several times the 1963 figure.
The document does not necessarily prove Kennedy’s present allegation, but at the very least establishes as fact that, more than 60 years ago, the American government was already funding weather-modification research across civilian and military agencies.
The story did not end with mere “research.” During the Vietnam War, the United States secretly conducted “Project Popeye” to use aircraft to seed clouds over Southeast Asia in an attempt to increase rainfall and impede enemy supply routes. Declassified State Department records describe proposals to use cloud-seeding techniques “on a sustained basis” for military purposes.
It is important to note, for the sake of a balanced conversation, that weather modification continues openly today. The National Oceanic and Atmospheric Administration (NOAA) acknowledges that cloud seeding is still practiced in the United States, allegedly to increase rain or snowfall.

Because man never tires in his attempts to eclipse God, even more ambitious proposals have also entered the “scientific” discussion. Stratospheric aerosol injection — whereby particles are introduced to the upper atmosphere to reflect sunlight and cool the Earth — has been studied as a possible form of solar geoengineering. Men like Bill Gates have spoken about the subject often. The National Academies of Sciences has examined the technology and ominously warned of profound uncertainties surrounding it.
Tellingly, intelligence officials have publicly discussed the concept at the shadowy Council on Foreign Relations (CFR). In 2016, then-CIA Director John Brennan described stratospheric aerosol injection during an address to the organization, describing it as a form of “geoengineering” that “potentially could help reverse the warming effects of global climate change.”
The specter of these sorts of persons claiming to have the moral authority to manipulate the domain of God should alarm all Catholics as those who are putting forth these proposals have a proven track record of not working for the Kingship of Christ but for its complete opposite.
